There are a lot of “paid to …” sites out there. Paid to Click, Paid to Sign Up, Paid to Read, Paid to Search, and so on. Anyway, how to know which ones are real and which ones are scams? The best way to find out, of course, is by asking those who already get involved in these “get paid” programs. There are a lot of sites out there that also provide the information about those programs “that didn’t pay as promised” and those others “that really paid”.
You can also ask the people in many “get paid, PTR / PTC related discussion” forums out there with these topics, ask their opinion and ask about their experience in getting paid or not getting paid, by which ones they got paid, by which one they were tricked and never got paid.
When they tell you which ones were “really paying” programs, mostly they would also give you some URLs of their own referral links 
but you can count how many of them referred to the same website(s). The more people referred the website(s) as “really paid me” or “really paid us”, then the better credibility the programs had.
